PROPOSITION
THE STATES are asked to decide whether they are of opinion -
(a ) to approve drawings Nos. 4151/24 (Rev A), 4151/25 (Rev B), 4151/26 (Rev A), 4151/27 (Rev A), and de
ref E20-01, showing the proposed refurbishment of the Farewell Wing, former Jersey College for Girls, St. Helier; and
(b ) to authorise the Greffier of the States to sign the said drawings on behalf of the States. EDUCATION COMMITTEE

REPORT
The Farewell Wing of the old Jersey College for Girls school site was constructed in the early 1970s as an extension to the main building and provided a sixth-form centre, various classroom spaces and gymnasium for the school.
Whilst it is the intention to release the main Jersey College for Girls site for other uses at the end of 2003, the Farewell Wing will continue to be used by the Education Committee. At the current time the building is partly occupied by the Centre Point organisation for the provision of much needed 4-15 after-school play care.
Not only is the Farewell Wing in urgent need of refurbishment, but part of the Centre Point operation currently occupies a premises in Clearview Street which has both reached the end of its useful life and is less than suitable for the purposes of nursery provision.
This scheme therefore involves the refurbishment of the Farewell Wing to enable Centre Point to consolidate all its 4-15 after-school play care in one building. This will allow the Clearview Street building to be vacated and made available for other purposes. It is anticipated that this project will allow Centre Point to increase both 4-15 play care and nursery provision within in the town area.
The project will encompass both necessary refurbishment works to ensure that the building remains wind and water tight and the provision of appropriate facilities, such as parking and additional playground space, to facilitate the use of the building by the Centre Point organisation. The works involve -
(a ) r e newing roofing;
(b ) r e ctifying concrete degradation;
(c ) c r eating play areas;
(d ) c r eating parking;
(e ) r e newing services (heating, electrics etc.); (f ) in ternal decoration;
(g ) r e moval of asbestos.
In overview, not only does this scheme enable the Education Committee to protect what is a valuable asset, it also supports policy on early years provision.
This approach is fully supported by the Child Care Trust.
The capital funding allocated to the Committee within vote C2587 will be sufficient to complete the project. This proposition has no manpower implications for the States.
The Education Committee therefore asks the States to approve these drawings and to permit the project to proceed as planned.
