PROPOSITION

THE STATES are asked to decide whether they are of opinion -

  (a ) to appoint Connétable Alan Simon Crowcroft of St.  Helier to serve as a States Director of the Waterfront

Enterprise Board Limited with immediate effect and until 31st March 2003;

  (b ) to instruct the Greffier of the States to notify the company of the States decision. POLICY AND RESOURCES COMMITTEE

The States established the Waterfront Enterprise Board Limited in 1996 as a separate legal entity to act as a development agency of the States for an initial ten-year period.

The Memorandum and Articles of Association provide for seven Directors, with three States Directors, three non-States Directors and the Managing Director. All States Directors and non-States Directors are appointed by the States, and the Managing Director is appointed by the Directors.

The States Directors were initially appointed for a fixed period expiring on 31st March 1997 and thereafter for fixed periods of three years expiring on 31st March in the relevant year or until such earlier date as the States might determine.

On 4th April 2000 the States appointed Connétable Robert Lester Le Brocq of St.  Helier, Deputy Derek Ryder Maltwood of St.  Mary and Deputy Paul Francis Routier of St. Helier as States Directors of the Waterfront Enterprise Board Limited for period of three years expiring on 31st March 2003.

Following the resignation from the Board of the Waterfront Enterprise Board Limited of Mr.  R.L.  Le  Brocq, there is a nee for the States to appoint a replacement States Director to complete the term of office left vacant.

The Policy and Resources Committee and the Waterfront Enterprise Board Limited are of the opinion that it is vitally important to retain the strong link between the Parish of St.  Helier and the Board in connection with developments being undertaken on the Waterfront. The States are therefore requested to appoint Connétable  A.S.   Crowcroft of St.  Helier as State Director of the Waterfront Enterprise Board Limited, with immediate effect, until 31st March 2003, at which time all three States Directorships will be available for reconsideration.

This proposition has no implications for the financial or manpower resources of the States.
