PROPOSITION
THE STATES are asked to decide whether they are of opinion -
( a ) to approve the transfer of administration of the Former Gorey Youth Centre, Le Chèvre Rue, Gorey,
Grouville as shown on drawing No. 134/01/20 from the Education Committee to the Planning and Environment Committee; and
(b ) to authorise the Greffier of the States to sign the said drawing on behalf of the States. EDUCATION COMMITTEE

Originally known as "Salem Methodist Church" dating from 1832 and formerly utilised as the Gorey Telephone Exchange and Gorey Youth Centre, this property has now been declared surplus to the requirements of the Education Committee.
The premises comprise a two-storey granite building of approximately 3,600 square feet overall, the front section of which together with an associated bunker (constructed during the Occupation), have both been designated with Building of Local Interest status and thus will need to be retained as part of any redevelopment. The rear section of the building was constructed during the late 19th Century. The building, which is situated on a site of 0.15 of a vergée, is presently vacant and considered to be in need of general refurbishment.
Details of the availability of this property have been circulated to States' Departments and, while some interest has been expressed by the Tourism Committee and the Home Affairs Committee, the cost involved in refurbishing the accommodation to an appropriate standard is considered to be prohibitive given the relatively limited scope of the accommodation for the uses sought.
Some interest has been expressed in recent years by parties in the private sector seeking to redevelop the site for residential purposes. Potential for such usage has been contemplated by the Housing Committee, although a feasibility study confirmed the costs involved in converting the site, and those sections of the building which would need to be retained were found to be excessive in comparison to the potential yield from the site.
It is recommended that the property be transferred from the administration of the Education Committee to the Planning and Environment Committee as soon as possible in order that consideration be given to the possible disposal of the site by the Department of Property Services.
There are no additional financial or manpower implications for the States arising from this proposition.
