PROPOSITION

THE STATES are asked to decide whether they are of opinion -

  (a ) to approve the transfer of administration of 127,629 square feet of reclaimed land at La Collette, Phase  II, as

shown hatched on drawing No. 1171/02/42, from the Public Services Committee to the Planning and Environment Committee, for the purpose of developing the site as a bus workshop and parking facility; and

  (b ) to authorise the Greffier of the States to sign the said drawings on behalf of the States. PUBLIC SERVICES COMMITTEE

Note: T he Planning and Environment Committee supports the proposition. Planning approval for the Bus Workshop and

associated parking areas was issued on 19th March 2002.

Report

The Department of Property Services, on behalf of the Planning and Environment Committee, is currently progressing a project to develop a site at the La Collette Phase II, land reclamation for the purpose of constructing a new Bus Maintenance and Workshop facility, together with ancillary parking for 60  buses and 20  cars. The workshop facility is required for the commencement of a new public bus services contract in October 2002.

The Planning and Environment Committee issued a planning approval on the 19th March 2002 and the Design Team is currently preparing detailed drawings and specifications.

The small area of land shown cross-hatched within the area of land to be transferred will continue to be used by the Public Services Department for the weighing and washing of lorries visiting the reclamation site. This area will be included in the bus workshop premises when the weighing and washing equipment is relocated.

A separate report and proposition to the States will detail the financial implications for the construction and leasing of the workshop. The transfer of administration is necessary to enable the Planning and Environment Committee to facilitate a funding package for the procurement and construction of the workshop, which will, on completion, be leased to the operator of the Island's public bus service.

There are no manpower implications for the States arising from the proposed transfer of administration.
