PROPOSITION
THE STATES are asked to decide whether they are of opinion -
to r ef e r to their Act dated 9th November 1961 concerning the membership of the Manual Workers' Joint Council,
and their Act dated 15th January 2002, in which they approved the Employers' Side for 2002, and to appoint Mr. John David Richardson, Chief Executive Officer, Public Services Department, as a member with immediate effect, in place of Dr. Clive Jerry Swinnerton.

The Employers' Side membership comprises six representatives of the States, one representative of the Parish of St. Helier, and one representative of the Connétable s. The Chief Executive of the States Human Resources Department traditionally fulfils the role of Employers' Side Secretary, and the Director of Employee Relations from the Department becomes the Assistant Employers' Side Secretary.
Following the secondment of Dr. C.J. Swinnerton to the post of Chief Executive, Department for Economic and Commercia Development with effect from 1st May 2002, Mr. J. Richardson has been appointed to the post of Chief Executive Officer Public Services Department also with effect from 1st May 2002.
It is proposed that Mr. J. Richardson replaces Dr. C. Swinnerton as a member of the Employe'rsSide of the Manual Workers' Joint Council, with immediate effect.
There are no additional financial or manpower implications for the States.
