PROPOSITION
THE STATES are asked to decide whether they are of opinion
(a ) to approve the transfer of administration from the Environment and Public Services Committee to
the Housing Committee of 63.5 square feet (5.9 square metres) of land forming part of th footpath at Le Bas du Mont Flats, Pier Road, St. Helier, as shown on Drawings Nos. 140/90 and 140/91, for the purpose of insulating and rendering externally the said block of flats;
(b ) to authorise the Greffier of the States to sign the said drawings on behalf of the States.

REPORT
The Housing Committee has completed a feasibility study for refurbishment of the 16 flats at Le Bas du Mont, Pier Road, St. Helier. Part of this work includes cladding and rendering the building externally, in order to bring its thermal efficiency to present-day standards.
The addition of insulation board and render to the exterior of the building causes a slight encroachment onto the footpath of about 75 mm along the length of most of the building. In one or two places this encroachment is slightly greater at 165 mm as it has been suggested that some different materials might be used in these sections in an effort to create some interest to the building frontage.
This encroachment will not affect the use of the pavement by pedestrians. The adoption of this proposition has no financial or manpower implications.
