PROPOSITION

THE STATES are asked to decide whether they are of opinion

(a ) to appoint Senator Paul Francis Routier, Senator Philip Francis Cyril Ozouf and Deputy Jacqueline

Jeanette Huet of St. Helier to serve as States Directors of the Waterfront Enterprise Board Limited from 1st April 2003 until 31st March 2006;

(b ) to instruct the Greffier of the States to notify the company of the States decision.

REPORT

The States established the Waterfront Enterprise Board Limited (WEB) in 1996 as a separate legal entity to act as a development agency of the States for an initial ten-year period. The WEB Memorandum and Articles of Association provide for 7 Directors, with 3 State's Directors, 3 non-States' Directors and a Managing Director. All States' Directors and non-States' Directors are appointed by the States and the Managing Director is appointed by the Directors.

The three-year terms of office of the 3 existing States' Directors; Deputy P.F. Routier, Mr. D.R. Maltwood (ex- Deputy of St. Mary) and Connétable A.S. Crowcroft (who has recently resigned from the Board) all expire on 31st March 2003 and there is thus a need for the States to appoint 3 new States' Directors for the period 1st April 2003 to 31st March 2006.

Deputy Routier has indicated that he is prepared to stand for a further period as a States' Director and he is therefore nominated again by the Policy and Resources Committee. However, Connétable Crowcroft has indicated that he does not wish to be re-nominated and Mr. Maltwood cannot be re-nominated because, at the time of appointment, a States Director must be a Member of the States.

The Policy and Resources Committee is grateful that Senator P.F. Routier, Senator P.F.C Ozouf and Deputy J.J. Huet have all indicated their willingness to stand as States' Directors on the Waterfront Enterprise Board and is certain they will bring to these roles their particular skills and experiences, which can only be of significant assistance to the Board.

Following consultation with the Waterfront Enterprise Board the Policy and Resources Committee therefore proposes, and the States is asked to approve, the appointment of these 3 States Members as States' Directors on the Waterfront Enterprise Board.

There are no financial or manpower implications for the States arising from this proposition.
