THE STATES are asked to decide whether they are of opinion
in a cc ordance with Article 5 of the Administrative Decisions (Review) (Jersey) Law 1982, as amended, to
approve the appointment of the following persons as members of the Administrative Appeals Panel, from whom members of Boards of Administrative Appeal are chosen, for a period of 3 years –

PRIVILEGES AND PROCEDURES COMMITTEE
REPORT
The Administrative Decisions (Review) (Jersey) Law 1982, as amended, provides that any person aggrieved by any decision made by any Committee or Department of the States or any person acting on behalf of any such Committee or Department, may apply to the Greffier of the States to have the matter reviewed by a Board of Administrative Appeal (a Review Board').
Articles 5 and 6 of the Law state that –
"ARTICLE 5
(1 ) B o ards shall be constituted from an Administrative Appeals Panel (hereinafter referred to as "the Panel") of persons appointed by the States in the manner hereinafter provided –
(2 ) T h e States may from time to time by Act –
(a ) fr o m among persons suitably qualified by profession or experience appoint a Chairman
and two suitably qualified Deputy Chairmen of the Panel; and
(b ) a p point a sufficient number of persons to constitute the Panel;
to hold office during such period and on such terms and conditions as the States may so direct, and any person so appointed shall be eligible for re-appointment on the expiry of his term of office.
ARTICLE 6
T h e B oard shall be composed of three persons selected from the Panel, one of whom shall be the Chairman or one of the Deputy Chairmen."
Nomination for Chairman and two Deputy Chairmen Chairman
The Privileges and Procedures Committee is pleased to nominate Mrs. Carol Elizabeth Canavan as Chairman of the Panel. Mrs. Canavan has been a member of the Panel since 1997 and one of the two Deputy Chairmen for the past 3 years. Mrs. Canavan, a Jerseyécrivain or solicitor, is a partner in Crill Canavan. She was employed in the Judicial Greffe from 1976 – 1984, initially as a Legal Trainee and ultimately as Assistant Greffier, before moving to Crills, where she remained until 1992.
Mrs. Canavan has proved to be a very able chairman of the Boards she has presided over and the Committee is confident that the experience of the administrative appeals system that she has gained will be invaluable as the Committee considers what changes, if any, should be made to the operation of the system.
Deputy Chairmen
With the nomination of Mrs. Canavan as Chairman, and the retirement from the Panel of Advocate Geoffrey Le V. Fiott, it was necessary to identify 2 persons willing to be nominated to the position of Deputy Chairman. The Committee advertised these positions in the Jersey Evening Post and, bearing in mind that the Law specifies that the 2 Deputy Chairmen should be "suitably qualified", has pleasure in nominating –
M r . N igel Peter Edgar Le Gresley. Mr. Le Gresley was educated at Victoria College Preparatory School
and Victoria College. He was admitted as a Jersey solicitor on 18th July 1983, having taken all the examinations locally, including two in French. He is a previous member of the examining board for advocates and solicitors. He is a partner of Vibert s.
A d v o cate Richard John Renouf . Advocate Renouf was called to the bar in 1979 and became an advocate
of the Royal Court of Jersey in 1984. He was made a partner of Michael Voisin and Company in 1986. From
1989-1994 he practised as a sole practitioner and build up a strong local client base. In 1995 his practice merged with that of Advocate Raoul Lemprière and they were joined by Advocate Marian Whittaker under the name of Lemprière Whittaker Renouf . Currently treasurer and Committee member of the Jersey Law Society and a member of the Law Society Conveyancing Sub-Committee. Previously served for ten years as one of the church wardens of the Parish of St. Ouen. A former officer and Committee member of the Multiple Sclerosis Society (Jersey Branch) and British Epilepsy Association (Jersey Branch).
Nominations for members of the Panel
The Committee is pleased that the following existing members of the Panel have indicated a willingness to serve for a further 3 years. The Committee is grateful to them for the time they have already given in this role and is satisfied that they represent a wide spectrum of Island life.
M r . John Geoffrey Davie. sMr. Davies was Senior Jersey Partner of Deloitte & Touche and a Regional
Partner-in-charge United Kingdom Offshore Region. Mr. Davies qualified as a Chartered Accountant in August 1974. He has wide managerial experience. He worked in Industry for 13 years before obtaining his Chartered Accountancy qualifications and moving onto his professional career.
M r. Peter George Farle.y Mr. Farley joined Midland Bank in Jersey in 1962 and remained with Midland
Bank until 1989 when he moved to Royal & Sun Alliance Trust (Jersey) Ltd., where he was appointed Manager. He was appointed Managing Director in 1996 and retired in December 1999.
M r . Patrick Edward Freele.y Mr. Freeley retired after 44 years in the employment of the Parish o
St. Helier – from Clerk to Deputy Greffier, including the Welfare Department, and ultimately as Greffier.
M r s . Lorna Jean King, M.B..,E who qualified as SRN, SCM, came to Jersey in 1980 and is a past
member of the Advisory Body for Jersey College for Girls, past Vice-Chairman, Hospital League of Friends, past Vice-Chairman Fund Raising Committee for JAYF and a member of the Ethics Advisory Committee for the Durrell Wildlife Conservation Trust. Mrs. King was one of the initial steering group which founded Jersey Hospice Care in 1981.
M r s . Mary Le Gresle.y Mrs. Le Gresley obtained a Diploma in Dietetics in Glasgow Caledonian
University and was employed as a Dietician in the Royal Infirmary, Edinburgh and the Western Infirmary, Glasgow, before moving in 1968 to the Jersey General Hospital as Senior Dietician.
M r . Thomas Siouville Perchar.d Mr. Perchard was educated at de la Salle College and is a farmer. He is
a former Vice-President of the Jersey Farmers' Union. A Director of Biarritz Ltd., he has a deep understanding of Island life, its institutions and the structure of its administration.
M is s Christine Viber.t As a self-employed Consultant, Miss Vibert assists organisations with planning
relocation and refurbishment, as well as giving advice on designing and improving records management systems.
M r . David James Watkin. sMr. Watkins retired as Island Director of Lloyds Bank, and was a member of
a previous Working Party to consider the relationship between the States and the parishes in the provision of services to the public.
The Committee wishes to express its thanks to those members of the Panel who are stepping down and, in particular, to Mr. Reginald Robert Jeune , C.B.E., who has been Chairman of the Panel since January 1997. As a member of the States, he initiated the setting up of the Special Committee to Consider the Relationship between Committees and the States which, in turn, led to the enactment of the legislation. Mr. Jeune has dedicated many hundreds of hours to the administrative appeals system and the Committee is grateful to him. The Committee also wishes to recognise the valuable service given by Advocate Geoffrey Le V. Fiott, who has been a Deputy Chairman of the Panel since 1997, and Mr. William J. Morvan who has been a member of the Panel since 199 and was a Deputy Chairman between 1997 and 2000.
