PROPOSITION
THE STATES are asked to decide whether they are of opinion
(a ) to approve the sale of the property known as Amy's House, La Route de St. Catherine, St. Martin
as shown on Drawing No. 1465/02/39 to Mr. Joseph Peter Bracken and Mrs. Jane Dympn Bracken, née May, his wife, jointly, for a sum of £275,000 with each party to be responsible for its respective legal costs;
(b ) to authorise the Attorney General and the Greffier of the States to pass the necessary contract; and (c ) to authorise the Treasurer of the States to receive the amount connected with the above transaction.

Amy's House was ceded to the Public of the Island of Jersey in 1894 as part of the St. Catherine's Estate and was administered by the Harbour and Airport Committee until 16 years ago when it was transferred to the Housing Committee.
Amy's House is located near to St. Catherine's Tower and comprises living-room, dining-room, kitchen, two bedrooms, bathroom, parking and garden. The property has historically suffered the effects of flooding and requires extensive renovation.
Following an audit of the Housing Committee's property portfolio in 2001, it was recommended that the Committee concentrate on the core social housing stock. In the light of this audit the Housing Committee believes Amy's House to be an unsuitable property for the social sector due to location and poor condition. Property Services were instructed to dispose of Amy's House on behalf of the Housing Committee.
The Department of Property Services offered Amy's House to all States Committees in line with the policy for the disposal of property. The Health and Social Services Committee highlighted a use for the property which was rejected by both the Housing Committee and the Finance and Economic Committee as renovation works were considered too costly.
The Finance and Economics Committee approved a request by the Housing Committee for the retention of any sale proceeds arising from the disposal of Amy's House to be re-invested into the core Housing fund.
Amy's House was advertised for tender on the open market and a total of eight tenders were received; however the two highest bids were withdrawn due to unfavourable surveys. Amy's House was subsequently advertised again and two offers in the sum of £275,000 were received.
Following discussions, the Housing Committee has decided that the offer of £275,000 (two hundred and seventy- five thousand pounds) made by Mr. Joseph Peter Bracken and Mrs. Jane Dympna Bracken, née May, his wife should be recommended for acceptance, as capital is available immediately and the offer is not subject to survey.
It has been agreed that each party is to pay its own legal fees and there are no additional manpower implications for the States arising from this proposition.
