COMMENTS
The Finance and Economics Committee cannot support further funding of school milk.
In August 2003 the Finance and Economics Committee granted a payment from the General Reserve to the Economic Development Committee for the purposes of supporting the Dairy Industry.
The calculation of this payment (£206,000 granted from the General Reserve and £200,000 being met from that Committee's existing cash limit) was estimated by the Economic Development Committee to be sufficient to maintain the industry over the short-term, until the long-term recommendations of the Dairy Industry Review brought stability to the Industry.
The Committee recognises that the Health and Social Services Committee does not consider the provision of school milk as a priority. Given that the Economic Development Committee has already received funding to maintain the Dairy Industry at a viable level, to provide further funding to the Dairy Industry would not be an efficient and prioritised use of States funds.
If the States are minded to approve the Proposition, the Finance and Economics Committee would regard the existing cash limit of the Economic Development Committee as the appropriate source of funding, and would not make further funds available for 2004 from the General Reserve. Any funding over and above that Committee's cash limit can only come from the 2005 Fundamental Spending Review.
