PROPOSITION

THE STATES are asked to decide whether they are of opinion

(a ) to approve drawings Nos.  10053:01(Rev  A), 02, 03(Rev  A), 04 and 07 showing the proposed new

Nursery Class to be constructed at Janvrin School, St.  Helier;

(b ) to authorise the Greffier of the States to sign the said drawings on behalf of the States.

REPORT

Janvrin School was opened in 1997 when it relocated to the former Jersey College for Girls Preparatory school site at Mont Cantel. The school has 2 forms of entry and provides places for up to 350 children in the town area.

The scheme involves the development of an extension to the main school to provide a 30-place nursery class.

This development is in line with the Committee's approved policy with regard to the provision of nursery classes within all its Primary schools.

Extensive research has proven that excellent early years education results in improved academic performance, enhanced social skills, reduced requirements for support in special needs, reduction in crimes and anti-social behaviour, improved life skills and job satisfaction. This nursery class will also provide support for parents and babies by providing a jelly-club' and parenting classes to introduce parents to the importance of their involvement in early years education. This scheme will also provide facilities for wrap-around' care linked to the nursery class.

The capital funding allocated to the Committee within vote C2587 (EXNJVO), once adjusted for inflation, is expected to be sufficient to complete the project.

This proposition has manpower implications for the States. Staffing resources for the new nursery class will amount to 2.75  F.T.E. with a headcount of 4.0. This growth, however, is covered within the agreed pupil-led annual staffing growth formula and will therefore be met with the Committee's enhanced revenue budgets.

The Education Committee therefore asks the States to approve these drawings and to permit the project to proceed as planned.
