PROPOSITION

THE STATES are asked to decide whether they are of opinion

to a p prove the transfer of administration of the Former School at Clearview Street, as shown on Drawing

No. 1206/03/59 from the Education, Sport and Culture Committee to the Environment and Public Services Committee for the purpose of entering into an agreement with the Scott Gibaut Housing Trust for the conversion of the building to provide an Independent Assisted Living Housing Scheme'.

REPORT

Clearview Street School was acquired by the Housing Committee in 1975 for the sum of £22,500 with the intention that it be incorporated in the overall redevelopment of the Dorset Lane and Clearview Street area. In the event, due to the continued occupation of the School by the Education Committee the redevelopment of the area was progressed without incorporating the school itself.

In 1984, the States approved the transfer of administration to the Education Committee and the building has since been leased to Centre-Point, for use as a Children's Resource Centre.

As part of a project to refurbish the Farewell Wing of the old Jersey College for Girls Site for Centre-Point, it was agreed that Centre-Point would vacate the premises by September 2003. Apart from the property being far from ideal for after-school and holiday playcare, the refurbishment of the Farewell Wing has, whilst allowing for increased numbers overall, enabled Centre-Point to consolidate its operations into 2, rather than 3 sites.

The Education, Sport and Culture Committee has no further use for the building which comprises hall, kitchen, nursery, conservatory, small play area and parking. The Committee has therefore agreed to transfer administration of the property to the Environment and Public Services Committee for onward disposal.

The property has been identified as providing an opportunity for the Scott Gibaut Housing Trust to enter into an agreement with the Committee for the conversion of the existing building to provide residential units for an Independent Assisted Living Housing Scheme.

There are no manpower implications resulting from the proposed transfer of administration and any financial implications will be the subject of a further decision of the States.
