THE STATES are asked to decide whether they are of opinion
to r e fer to their decision taken on 26th July 2002 to appoint Mrs. Sheila Henwood as a member of the
Jersey Appointments Commission and to approve the renewal of her appointment for an additional 4 years with effect from 26th July 2003.
POLICY AND RESOURCES COMMITTEE
REPORT
On 28th May 2002 the States, adopting a proposition of the Policy and Resources Committee, approved the constitution and terms of reference of a Jersey Appointments Commission ("Machinery of Government: Establishment of an Appointments Commission", P.52/2002). The principal objective of the Commission was identified as ensuring that senior appointments to the Public Service and autonomous and quasi-autonomous public bodies were properly made.
Subsequently, on 26th July 2002, the States approved the appointment of a Chairman and 4 other members to serve on the Commission. Their terms of office were for varying periods in order to ensure continuity and were as follows –
Mr. Michael Joseph Liston, Chairman – 4 years Mrs. Catherine Elizabeth Rees – 4 years
Mr. John Campbell Boothman – 3 years Advocate Rose Edith Colley – 2 years
Mrs. Sheila Henwood – 1 year
The term of office of Mrs. Henwood is consequently about to expire.
The Chairman and members of the Commission are unanimous that Mrs. Henwood's term of office should be renewed for a further 4 years. It has been identified by the Commission that it has invested considerable time and effort in formulating recruitment policies and practices to ensure that appointments made to the Public Service and other public bodies are sound. It considers, therefore, that it would be unfortunate to lose Mrs. Henwood's support and expertise at this particular point in time, when the Commission is about to build upon this significant foundation and also become involved in a number of senior appointments.
The Committee is fully supportive of the Commission's views and, therefore, has no hesitation in recommending Mrs. Henwood's appointment for an additional 4 years. (Further information about Mrs. Henwood is given in the Appendix).
There are no additional financial or manpower implications associated with this Proposition.
APPENDIX
Mrs. Sheila Henwood
Mrs. Henwood retired as Chief Executive of the Jersey Tourism Department in 1998, having spent a significant part of her career in the public service in senior management roles, including time in the human resource function, part of which was spent in the central States Personnel Department, the Education Department and the Health and Social Services Department.
Mrs. Henwood is a Member of the Jersey Heritage Trust, including Chairperson of the Trust's Governance Committee, and a Member of the Jersey Advisory and Conciliation Service.
