THE STATES are asked to decide whether they are of opinion

to a p point the Deputy Maurice François Dubras of St.  Lawrence as a member of the Shadow Scrutiny

Panels.

PRIVILEGES AND PROCEDURES COMMITTEE

REPORT

On 19th May 2004 Deputy J.L. Dorey of St.  Helier, Chairman of one of the 2 Shadow Scrutiny Panels, notified the States that the Connétable of St.  Helier had resigned from the Panels and invited members interested in filling the vacancy to contact him.

Deputy M.F. Dubras of St. Lawrence was not eligible to be nominated when the Panels were first set up as he was, at that time, President of the Environment and Public Services Committee. He has now indicated a willingness to serve on the Panels and the Committee has no hesitation in recommending him for appointment. Members will recall that Deputy Dubras is a member of the Policy and Resources Committee although this does not preclude him from becoming a member of a Shadow Scrutiny Panel where he hopes to further his interest in Legislative Scrutiny. Deputy Dorey has indicated that he will invite Deputy Dubras onto the Shadow Scrutiny Panel he chairs.

There are no financial or manpower consequences arising from this proposition.
