The proposals contained in Deputy Breckon's report and proposition would represent a very significant change in the policy for the delivery of social rented housing, and the Policy and Resources Committee believes that it would be premature to take any major decisions in this area until the current review of the States' property function has been completed. This review will develop a strategy for the optimum use of the States' property portfolio, and it will then consider the potential options for ownership and management with the intent of identifying the most effective arrangements for delivering maximum value for the States. This review is being carried out in accordance with the States decision on the Machinery of Government: Proposed Departmental Structure and Transitional Arrangements' (P.70/2002), and should be completed before the end of the current year.
The Committee therefore does not support this proposition.
