PROPOSITION

THE STATES are asked to decide whether they are of opinion

to re f er to their Act dated 12th December 1995 in which inter alia they approved the establishment of the

Waterfront Enterprise Board Limited as a separate legal entity, appointed the Waterfront Enterprise Board Limited as a development agency of the States for an initial period of 10 years, and transferred to the administration of the Waterfront Enterprise Board Limited areas to the west of Albert reclamation site shown on Drawing No.  484/1, and

( a) to approve the transfer of administration from the Waterfront Enterprise Board Limited to the

Environment and Public Services Committee of the site shown hatched on drawing No. P  580  0 being the site of Maritime House;

(b ) to authorise the Greffier of the States to sign the said drawing on behalf of the States.

POLICY AND RESOURCES COMMITTEE

Notes: The Environment and Public Services Committee already has administrative responsibility for the

management and maintenance of the building, and provides facilities management for the tenant departments. There are no additional financial implications as a result of the transfer and on that basis supports the proposition.

REPORT

The Waterfront Enterprise Board Limited constructed the office building known as Maritime House, which accommodates the Departments of Customs and Excise, Immigration, and Jersey Harbours.

The office building was completed in mid-1999, following which it was handed over to the Environment and Public Services Committee's Department of Property Services to manage. That Committee is responsible for repaying the private loan that was used to fund the building's construction and collects rent from the occupiers. It has also set-up with its Public Services Department a Facilities Management' contract for the running and maintenance of the building.

It is therefore considered appropriate to transfer the administration of the site from the present authority to the Environment and Public Services Committee.

There are no financial or manpower implications resulting from the proposed transfer of administration.
