THE STATES are asked to decide whether they are of opinion
in a c cordance with paragraph 1(1) of the Second Schedule to the Data Protection (Jersey) Law 1987, to
appoint Mrs. Emma Martins to the post of Data Protection Registrar with effect from 1st April 2004.
FINANCE AND ECONOMICS COMMITTEE
REPORT
The recruitment and selection to the post of Data Protection Registrar was managed by the States Human Resources Department in conjunction with the States of Jersey Appointments Commission. The selection panel for this post consisted of –

Following a thorough recruitment process, Mrs. Emma Martins was selected from a total of 5 short-listed candidates to replace Mr. Michael Smith, whose contract in the post of Data Protection Registrar expires on 31st March 2004.
Mrs. Martins, who has been working as Deputy to the Data Protection Registrar since April 2001, has had experience shadowing the Registrar and taking forward many initiatives in relation to data protection. Mrs. Martins has also covered the post of Data Protection Registrar in times of absence and to relieve the current post- holder to allow him to concentrate on the drafting of new legislation. Prior to her current role, Mrs. Martins worked as Data Protection Officer and ASU Manager with the States of Jersey Police ensuring efficient information disclosure, reference and archiving for the Service.
The appointment is to be made under the provisions of paragraph 1(1) of the Second Schedule to the Data Protection (Jersey) Law 1987.
There are no financial or manpower implications for the States arising from this proposition.
