PROPOSITION
THE STATES are asked to decide whether they are of opinion
to r e fer to their Act dated 13th April 1993 when they approved, in principle, the establishment of an
independent Jersey Police Complaints Authority and their Act dated 7th November 2000 in which they approved the appointment of Mr. Leslie May F.C.C.A. as its Chairman, and, in accordance with Article of and the Schedule to the Police (Complaints and Discipline) (Jersey) Law 1999 –
(a ) to appoint the following member of the Jersey Police Complaints Authority for a further period of
one year only, with effect from 1st January 2005 –

3 years, with effect from 1st January 2005 –

HOME AFFAIRS COMMITTEE
REPORT
The tenure of office of 2 members of the Police Complaints Authority will come to an end on 31st December 2004.
Whilst one member has expressed the wish to remain in office for a further year in order to provide an element of continuity, the other has decided not to renew his membership. The position was therefore advertised in the Gazette section of the Jersey Evening Post on 6th and 13th August 2004, with a closing date for applications of 3rd September. A total of 9 applications were received, and 4 short-listed candidates were interviewed by a panel comprising the Chairman of the Jersey Police Complaints Authority, the Chief Officer, Home Affairs, and a representative of the Jersey Appointments Commission. In order to stagger the dates upon which future terms of office will expire, the Committee recommends the appointment of 2 new members on this occasion. The 2 successful applicants were Mr. Brian Curtis and Mr. Thomas Slattery.
The Committee recommends that the following be reappointed to serve on the Jersey Police Complaints Authority for a further period of one year –
M r. Derek Le Maistre was educated at Victoria College and at Westminster College, London. He began
his teaching career at St. Helier Boys' School and after 6 years was appointed Deputy Head teacher at St. Luke's Primary School, St. Helier. In 1969 he was appointed Headmaster of First Tower School, an appointment he retained until his retirement in August 1998. Mr. Le Maistre has obtained degrees in psychology and sociology. Mr. Le Maistre is a lay preacher in the Methodist Church and enjoys debating music, photography and classic motoring.
The Committee recommends that the following people be appointed to serve on the Jersey Police Complaints Authority for a period of 3 years –
M r . Brian Curtis , F.C.I.B., M.S.I.(dip.), M.L.I.A.(dip.), FinstD. retired in 1996 from the position of
Managing Director of Hambros Bank (Jersey) Limited; his career in Jersey's Finance Industry having spanned some 35 years. He was a committee member of both the Institute of Bankers and the Jersey Bankers Association and the latter's President between 1994 and 1996. Amongst his other interests he has been Chairman of the Community Savings & Credit since its inception and is a Trustee of the Community Charitable Trust. He enjoys fly-fishing, gardening and travel.
T h o m as Lindsay Slattery C.A. graduated from Edinburgh University and subsequently qualified as a
chartered accountant. He recently retired as Managing Director of Hill Samuel Jersey and Lloyds TSB Offshore Private Banking Companies. Prior to coming to Jersey in 1989, Mr. Slattery held a number of senior positions with the TSB Banking group in Scotland. Mr. Slattery is presently a non-executive director of the Jersey Advisory and Conciliation Service. His leisure activities include reading and travelling.
