COMMENTS

The States do not have an agreed policy for the disposal of publicly-owned properties and for the utilisation of proceeds from such sales. A draft policy statement should be considered by the States.

Such a policy, once approved, would enable property disposals to be evaluated taking into account –

t h e p otential for alternative uses by other States Committees;

t h e c urrent condition of the property with an estimate of the cost of essential repairs, maintenance, and improvements;

t h e c urrent open market value and the value if the property is repaired, improved or redeveloped;

b o u n dary issues, whether any adjoining land is in public ownership and whether any covenants need to be applied to the property sold.

Whether the immediate sale of these particular properties should proceed without such a policy being in place and the above information being available is a decision for the States.
