PROPOSITION
THE STATES are asked to decide whether they are of opinion
( a ) t o approve the transfer of administration from the Harbours and Airport Committee to the
Environment and Public Services Committee of an area of land totalling 13,004 square feet at the States Abattoir shown bold-edged and hatched on Drawing No. 2/753/02, the subject land to be used for a car pound for holding abandoned vehicles;
(b ) to authorise the Greffier of the States to sign the said drawing on behalf of the States.

REPORT
This report should be read in conjunction with the Report and Proposition by the Economic Development Committee for the transfer of administration of land at the Animal Waste Products Site, La Collette.
It is proposed that the Harbours and Airport Committee transfers to the Environment and Public Services Committee an area of land at the rear of the States Abattoir totalling 13,004 square feet.
The subject land was transferred to the Harbours and Airport committee on the 12th November 2002 for boat parking.
The Department of Property Services has been assisting the Housing Department and other States Departments that handle abandoned vehicles to find a suitable site for a car pound.
The subject land has been identified as being the most suitable site in Public ownership for a car pound. The Harbours and Airport Committee is willing to transfer the land to the Environment and Public Services Committee, subject to the counter-transfer of the Animal Waste Products Site. If approval is given for the transfer, the Public Services Department will enter in agreements with the Housing Department and other States Departments that handle abandoned vehicles over the operation of the car pound.
The land is presently in a suitable state for a car pound, requiring only small areas of hoggin to be laid in places.
There are no other financial implications and there are no manpower implications resulting from the proposed transfer of administration.
