PROPOSITION
THE STATES are asked to decide whether they are of opinion
( a ) t o approve the transfer of administration from the Economic Development Committee to the
Harbours and Airport Committee of an area of land totalling 24,323 square feet (2,260 sq m) at the Animal Waste Products Site shown bold-edged and hatched on Drawing No. 2/368/2, the subject land to be used for marine purposes;
(b ) to authorise the Greffier of the States to sign the said drawing on behalf of the States.

REPORT
This report should be read in conjunction with the Report and Proposition by the Harbours and Airport Committee for the transfer of administration of land at the rear of the States Abattoir.
It is proposed that the Economic Development Committee transfers to the Harbours and Airport Committee an area of land totalling 24,323 square feet (2,260 sq m) presently utilised by Elan Animal Products Ltd.
The existing building occupied by Elan Animal Products Ltd is to be demolished due to its close proximity to gas pipes located to the south of the site. Demolition will take place following the completion of the new animal incinerator at Howard Davis Farm, Trinity , and the relocation of Elan Animal Products Ltd to a site at Bellozanne to be provided by the Environment and Public Service Committee.
Following the transfer of administration, the Harbours and Airport Committee will seek to incorporate the western extremity of the site with its existing land for commercial marine use. Upon the vacation of Elan Animal Products Ltd., the Harbours and Airport Committee will bring forward proposals for using the land for marine purposes in accordance with the Port Master Plan, supported by Policy TT35 of the 2002 Island Plan.
The conditions of the transfer are –

Elan will continue topay its annual rental to the Economic DevelopmentCommitteewhilstit remains on the La Collette site.
- P e r manent access will be retained to the two pound areas located to theeastofthesitewhich are operated by the PublicServicesDepartment,unless agreed otherwiseby the Environmentand Public Services Committee.
There no other financial implications and there are no manpower implications resulting from the proposed transfer of administration.
