COMMENTS

The Home Affairs Committee agrees in principle to sub-paragraph  (a) of the proposition whereby fines for driving at excess speed are levied by the Honorary Police at a Parish Hall Enquiry, one half of the fine should be retained for the benefit of that Parish. Having taken into account the comment lodged by the Finance and Economics Committee, and having consulted the Crown, should part  (a) of the proposition be approved, the Home Affairs Committee considers that the proposal should be given effect from 1st January 2007. This would allow time for the quantum of these fines to be assessed accurately and for the Treasury to budget for this potential loss of income so that the effects are not felt until 2007.
