COMMENTS

The Committee supports the development of a Town Park and has devoted a considerable amount of time to exam how a development on the Talman and Gasworks sites could be achieved within the funds available.

The Committee is currently undertaking ground investigation work on the Town Park site to establish a strategy for contamination remediation. The current site survey work is essential to ensure that, in proposing any Scheme, the States meets its obligations in respect of treating pollution from the site.

Once the results of the survey are available the Committee will prepare a report and proposition that will provide the States with feasible and affordable options, or proposals for an alternative development should the proposed park not be viable.

It would appear that, Deputy Duhamel has lodged a report and proposition that seeks to circumvent the process by establishing a trust that would administer the Town Park site, via a lease from the States, and be responsible for its development and operation.

The Committee does not support the proposition and considers that there is nothing in the report which constitutes a credible business case for the creation of a Trust to manage the development of the Town Park.
