REPORT
Introduction
In 1987, the States agreed to the establishment of a Panel to be appointed by the States with the nomination of a Chairman being submitted to the States by the Education Committee. The role of the Panel is to advise the Bailiff on matters of public entertainment and update the standard conditions attached to permits and suggest any specific conditions for particular events. The purpose of this proposition is to seek the approval of the States to the nomination of a Chairman of the Panel.
Background
The Public Entertainment Panel, established under the aegis of the then Education Committee in 1987 at the direction of the States, was active until the mid 1990s and gave helpful advice to the Bailiff on a range of entertainment. The Panel produced guidelines which continue to form the basis of the approval taken by the Bailiff which has resulted in the Panel becoming less active in recent years.
However, the Panel may still, from time to time, be called upon to produce advice and was recently called upon regarding the acceptability of pole dancing in licensed premises.
The most recent Chairman of the Panel was Mrs. Mary Davenport who has, after a number of years in the role decided to step down. Mrs. Sue Bone, who has served on the Panel for 10 years, has agreed that her name may b put forward as Chairman.
Mrs. Bone, born 1st August 1962, is married with 2 children. She was educated at Beaulieu Convent School and Bristol Polytechnic, is a Member of the Institute of Chartered Accountants in England and Wales and worked for Ernst and Young from 1991 to 2001. She has also achieved a Teacher's Certificate for Further and Adult Education and works as a tutor with Highlands College.
There are no financial or manpower implications for the States arising from this proposition.
