PROPOSITION

THE STATES are asked to decide whether they are of opinion

(a ) to authorise the transfer of administration of the buildings and land at La Pouquelaye School, Le

Hurel,  St.  Helier (as  shown on  Drawing  No.  5/95/1)  from the  Education,  Sport  and  Cultur Committee to the Environment and Public Services Committee; and

(b ) to authorise the Greffier of the States to sign the said drawing on behalf of the States

Notes: 1. T h e Environment and Public Services Committee supports the proposition.

2 .  T h e Finance and Economics Committee supports the transfer of administration of the former La

Pouquelaye School from the Education, Sport and Culture Committee to the Environment and Public Services Committee and notes the Department of Property Services is investigating options for the future use of the site.

REPORT

In February 2004, construction of the new d'Auvergne School began which, when completed, will replace the existing La Pouquelaye School building. The new school is expected to be completed by August 2005 in time for the school to take occupancy in September 2005. As part of the scheme, the former La Pouquelaye School building is to be relinquished by the Education, Sport and Culture Committee once it has been vacated.

In common with other properties in the Public ownership for which an administering Committee has no further permanent operational use, it is proposed that the administration be transferred to the Environment and Public Services Committee, which through its Department of Property Services will be responsible for day-to-day management of the building until the future of the property is decided.

The Connétable of St.  Helier has already indicated an interest in acquiring the property for a community use and negotiations are continuing between Property Services and Parish officers in an attempt to reach a satisfactory agreement which, if agreed by the appropriate Committees and the States in due course, will negate the need for the property to be boarded up and remain unused for any period of time following the closure of the school.

There are no financial or manpower implications involved with the transfer of administration to the Environment and Public Services Committee.
