THE STATES are asked to decide whether they are of opinion

in p u rsuance of paragraph (1) of Article 3 of the Dwelling Houses (Rent Control) (Jersey) Law 1946 to

appoint the following persons to act as Chairman and Members of the Rent Control Tribunal for a period ending on 12th April 2007, namely

REPORT

Article 3 of the Dwelling Houses (Rent Control) (Jersey) Law 1946 provides for the States to appoint a Rent Control Tribunal consisting of a Chairman and not less than 3, nor more than 4 other Members. The Law also provides that the Chairman and 2 other Members constitute a quorum for any sitting of the Tribunal.

Sadly the Chairman, Mr. Terry Lavery, who had served for a number of years, passed away late last year. In addition, another longstanding member Mr. Christopher Sheehan has recently retired. Both gave a long and creditable service to the Tribunal.

Existing Tribunal Members, Mr. Ronald Peter Welling and Mrs. Mary Gaiger, have agreed to allow their names to be put forward for nomination for a further term.

Following a public advertisement and interview process, the Minister has pleasure in nominating the persons named below to serve as additional Members of the Tribunal.

M r . J e re m  y J ames Robin Johnson M r . D  av i d C  respel

Mr. Jeremy James Robin Johnson qualified as an English Solicitor in 1974 and was admitted as Notary Public in May 1982. Since 1977 he has been a partner in Galsworthy and Stones, English Solicitors and is Head of Wills and Probate Department and an examiner for Notary Public examinations. Amongst other voluntary bodies he serves as a Member of the Parish Rate Appeals Board.

Mr. David Crespel worked for 40 years in the finance industry, 22 years as Managing Director of a Bank Trust Company and Director of 3 Banks. He is also a Chartered Tax Adviser. He was a States Deputy for 15 years, serving on the Housing Committee for 2 periods from 1990 to 1996, and 2001 to 2005.

There are no additional financial or manpower implications to the States arising from this proposition.
