PROPOSITION
THE STATES are asked to decide whether they are of opinion
to a p point, in accordance with Article 9A(2) of the Planning and Building (Jersey) Law 2002, as amended,
on the recommendation of the Minister for Planning and Environment, the following persons as members of the Planning Applications Panel with immediate effect for a period of 3 years –
The Connétable of St. Saviour ;
The Deputy of St. Mary;
Deputy G.C.L. Baudains of St. Clement; The Deputy of St. Peter.
MINISTER FOR PLANNING AND ENVIRONMENT
REPORT
The Planning and Building (Jersey) Law 2002, as amended by Amendment No. 4 which was recently registered in the Royal Court, provides that there should be a Planning Applications Panel comprising up to 9 States members and that it will be chaired by an Assistant Minister, appointed by the Minister for Planning and Environment, with the agreement of the Chief Minister. The Law previously provided for 3 members, with 2 reserve members covering the absence of any of the full members. The quorum of the Panel remains at 3 members.
In addition to the additional members, the recent retirement of the former Connétable of St. Saviour, Mr. Philip Ozouf , has created a vacancy. I should like to place on record my thanks and appreciation to the former Connétable for the sterling work he undertook, not only as a member of the Planning Applications Panel, but also as a member of the former Planning Sub-Committee under the Environment and Public Services and Planning and Environment Committees, of which he was a member.
The current members of the Panel are –
Assistant Minister, Deputy A.E. Pryke – Chair; The Connétable of St. Peter ;
The Connétable of Trinity ;
Deputy S. Power of St. Brelade .
I propose that the following 4 States Members be approved as members of the Planning Applications Panel –
The new Connétable of St. Saviour; Deputy J. Gallichan of St. Mary; Deputy G.C.L. Baudains of St. Clement; Deputy C.H. Egré of St. Peter .
Nominations can only be made by the Minister. If the States rejects these nominations, the Minister must nominate another States member, and so on, until all the vacancies are filled. The Law provides that the period of membership of a Panel member is 3 years.
There are no financial or manpower implications arising from this proposition.
