JERSEY DENTAL SCHEME: APPOINTMENT OF CHAIRMAN

Lodged au Greffe on 29th March 2007 by the Minister for Social Security

STATES GREFFE

PROPOSITION

THE STATES are asked to decide whether they are of opinion

to r e -appoint Mr. Michael John Touzel as Chairman of the Board of Management of the Jersey Dental

Scheme for a further period of 3 years.

MINISTER FOR SOCIAL SECURITY

REPORT

The Jersey Dental Fitness Scheme was established by an Act of the States in 1991 (P.90/1991). The Scheme forms a partnership between the States and members to cover the costs of routine dental care and is targeted at young people between the ages of 11 and 21 years.

The administration of the Scheme is carried out by a Board of Management consisting of a lay Chairman (who is appointed by the States) and 4 other members appointed by the Minister, of whom 2 are representatives of the Jersey Dental Association.

Mr.  Touzel currently holds the position of Chair for the Dental Board in a voluntary capacity until the completion of his term of office on 1st April 2007.

During his current term, Mr.  Touzel has demonstrated competence, integrity and enthusiasm in the position and has signalled his willingness to continue for another 3  year term.

The Minister is delighted that Mr.  Touzel is willing to continue to undertake the Chairman's role. The good dental health of young people has to be a priority and the Dental Scheme has proved its worth in helping its members establish good dental care. The Minister considers therefore that it would be unfortunate to lose Mr.  Touzel's support and expertise and would highly recommend his appointment for another 3  years.

There are no financial or manpower implications for the States arising from this proposition.
