THE STATES are asked to decide whether they are of opinion

i n a c cordance with Article  41 of the Public Finances (Jersey) Law 2005, to appoint Mr. Christophe

Swinson as Comptroller and Auditor General for a further period of 5  years commencing on 1st October 2008.

REPORT

  1. I n accordance with Article 41 of the Public Finances (Jersey)Law 2005, to appoint Mr. Christophe SwinsonasComptroller and Auditor General for a further periodof 5 yearscommencingon 1st October 2008.
  2. M r . ChristopherSwinsonwasappointed for a 3 year period from 1stOctober2005to30thSeptembe 2008 on a part-timebasisof100 days per annum.Followingconsultation with the Chair ofthePublic Accounts Committee, Deputy SarahFerguson, it isnowintended to offer a further 5 year appointmentto Mr. ChristopherSwinson, from 1stOctober2008to 30th September 2013.

Swinsongraduatedin Philosophy, Politics and Economics from Wadham College, OxfordUniversity and is a fully qualified Accountant (Fellow of the Institute ofCharteredAccountants) and a Fellowof the Institute ofInternalAuditors.Hehas had a career in Chartered Accountancy and has recently retired as Senior Partner withBDO Stoy Hayward, a leading firmofCharteredAccountants.Hehas held public appointments with H.M. Treasury, the Commission for Local Administration in England, and The Pensions Regulator,and the Audit Commission.Hiscommitments include acting as an expert witness and mediator and lecturing on auditing. He is the authorofmanyprofessionalpublicationsandtextbooks.
  4. F u n ding for this post continues to be available from withintheagreedbudget for theComptrollerand Auditor General's office. There are no additional financial or manpower implications for the States arising from this proposition.
