Fines for leaving goods and equipment in the Harbour (Quay rentals) These charges are similar to parking fines.

They  are  essential  for  maintaining  the  free  movement  of  goods  and  equipment  through  the  Harbour.  The Regulations prescribe a free period following which a daily fine is applied to encourage goods to move and make way for others.

Financial/manpower implications

It is important that the effectiveness of the fine should remain and therefore it is recommended that these charges/fines be increased by 2.5%.

There are no manpower implications. Jersey Harbours however continues to make significant economies in its workforce. There are no property or ICT implications.

Explanatory Note

These Regulations increase, by 2.5%, the charges payable for goods left on a harbour for longer than the permitted period. The increase takes effect on 1st March 2008. The charges were last increased on 1st January 2007.

THE STATES, in pursuance of Article 4 of the Harbours (Administration) (Jersey) Law 1961[1], have made the following Regulations –

1 P a rt 2 of Schedule 1 to the Harbours (Jersey) Regulations 1962 substituted

For  Part  2  of  Schedule  1  to  theHarbours  (Jersey)  Regulations  1962[2]  there  shall  be  substituted  the following Part –

"PART 2

CHARGES FOR GOODS REMAINING ON A HARBOUR LONGER THAN THE PERIOD SPECIFIED IN PART 1 OF THIS SCHEDULE

  1. F l ats, trailers, containers and equipment:

N o t more than 3 metres long £14.36

M o r e than 3 metres long but not more than 6 metres long £28.70

M o r e than 6 metres long but not more than 7 metres long  £33.50

M o r e than 7 metres long but not more than 8 metres long  £38.27

M o r e than 8 metres long but not more than 10 metres long  £47.85

M o r e than 10 metres long but not more than 12 metres long £57.42

M o r e than 12 metres long £65.08

  1. V e hicles £11.80
  2. A l l other goods £19.64  for  every 10  square metres of floor space  or  part  thereof occupied by such goods".

2 R e vocation

The Harbours (Amendment No.  40) (Jersey) Regulations 2006[3] are revoked.

3 C i tation and commencement

These Regulations may be cited as the Harbours (Amendment No. 41) (Jersey) Regulations 200- and shall come into force on 1st March 2008.
