PROPOSITION

THE STATES are asked to decide whether they are of opinion

in accordance with Article 2 of, and the Schedule to, the Police (Complaints and Discipline) (Jersey) Law 1999 –

to appoint the following as members of the Jersey Police Complaints Authority for a period of 3 years, effective from 1st January 2010 –

Mr. Bruce Lawrence Ridley Advocate Jane Martin.

REPORT

The  Jersey  Police  Complaints  Authority  is  the  independent  body  which  was established in order to deal with police complaints matters. Their role is to oversee investigations  and  make  recommendations  as  to  whether  or  not  a  matter  should proceed to a disciplinary hearing. They do not conduct disciplinary hearings because Police disciplinary hearings are conducted within the Police Force itself.

The 3 year tenure of office of Mrs. Toni Roberts, one of the members of the Jersey Police Complaints Authority, is due to come to an end on 31st December 2009. Mrs. Roberts does not wish to be re-appointed for a further term. Mr. Thomas Slattery, the current Deputy Chairman of the Authority, has been appointed to the post of Chairman, with effect from 1st January 2010. It is therefore necessary to fill the 2 posts which will become vacant at the end of this year.

The positions were advertised in the Jersey Evening Post, and following an interview by  a  Panel  comprising  the  Chief  Officer  of  the  Home  Affairs  Department,  the Chairman (designate) of the Jersey Police Complaints Authority, a Human Resources Manager  for  Home  Affairs,  and  a  representative  of  the  Jersey  Appointments Commission,  the  positions  were offered to Mr.  Bruce  Ridley  and  Advocate Jane Martin. Their appointment would be effective from 1st January 2010 for a period of 3 years.

The Minister recommends that the following persons be appointed to serve on the Jersey Police Complaints Authority for a period of 3 years –

Mr. Bruce Lawrence Ridley

Mr. Ridley  is  currently  a  Director  with  one  of  the  largest  information technology  companies  in the  Island.  He  has  previously  held  posts  as  the Deputy  Managing  Director  of  another  large  IT  company;  and  as  the Operations and Information Services Manager for the States of Jersey. He has also been a Committee member of PADA (Parents Against Drug Abuse) and Treasurer for Jersey Cancer Bacup.

Advocate Jane Martin

Advocate Martin has been a Jersey Advocate for over 20 years, and until 2008 was the Managing Partner in a local law firm. She completed her Law Degree at Exeter University, and has worked in some of the largest legal firms in the Island. Advocate Martin has been on the Board of Examiners for the Jersey professional law exams, a panel judge for the Jersey Enterprise Awards; and is also a member of the Board of Governors of the Jersey College for Girls/JCG Preparatory School.
