PROPOSITION

THE STATES are asked to decide whether they are of opinion

to a p point, in accordance with clause  7.4 of the Constitution of the Jersey Overseas Aid Commission as set

out in Schedule  1 to the Jersey Overseas Aid Commission (Jersey) Law 2005, Mrs. Toni Roberts as a Non-States Commissioner for a further period of 3  years.

REPORT

Following the establishment of the Jersey Overseas Aid Commission (Jersey) Law 2005, and my own appointment as Chairman of the Commission, I should like to remind members that the Law requires the Chairman, in making nominations, to use his or her best endeavours "to ensure that the Commissioners shall be a diverse and balanced group of people in terms of gender, age, experience and skills, who share a commitment to the promotion of the objects of the Commission".

Members are advised that in order to ensure that the original appointment of the Non-States Commissioners were made in a fair and transparent manner, the selection process was undertaken in accordance with the procedures for such appointments established by the Jersey Appointments Commission with Mr. Mike Liston, Chairman of the Commission, involved at every stage in the selection process. As outlined in Schedule 1 of the Jersey Overseas Aid Commission (Jersey) Law 2005, paragraph 5.5:"A person who has been a Commissioner is eligible for reappointment as a Commissioner". I should like to confirm that Mr. Liston has endorsed the Jersey Appointments Commission's support for the nominee now being put forward for a second 3 year term, Mrs. Ton Roberts. Mrs. Roberts has a very strong commitment to overseas aid and has proved an asset since the Commission was established. Mrs. Robert's appointment will bring further continuity to the new team. A short biography of Mrs. Roberts is attached in the Appendix to this Report. In accordance with the Law this appointment will be for a 3 year period.

There are no financial or manpower implications arising from this proposition.

APPENDIX

NON-STATES COMMISSIONER

Mrs. Toni Roberts

Mrs.  Roberts  is  Business  Manager  for  J.P.  Morgan  Trust  Company  (Jersey)  Limited  International  Fiduciary Services. She is responsible for managing and developing business relating to clients in Asia, Latin-America and Europe requiring fiduciary structures. Mrs.  Roberts is a member of the Society of Trust and Estate Practitioners and an Associate of the Institute of Chartered Secretaries and Administrators (former chairman of the local branch). Mrs.  Roberts was also a member of the International Committee of Rotary and Chairman of the IOD Education  and  Training  Sub-Committee.  Mrs.  Roberts  has  undertaken  a  number  of  overseas  visits  in  her professional capacity to deal with charitable settlements, and has taken a very active role in ensuring that charitable donations from trusts have been correctly dealt with. She was a member of an overseas aid working party to Ecuador in 2001, the leader of the 2004 India working party and was a member of the working party which reviewed the activities of Overseas Aid work parties in 1999. Mrs.  Roberts was also a member of Jersey Overseas Aid Funding Review Panel in 2006 which was formed following a Scrutiny review of Jersey's overseas aid.
