PROPOSITION

THE STATES are asked to decide whether they are of opinion

to appoint, in accordance with clause 7.4 of the Constitution of the Jersey Overseas Aid Commission as set out in Schedule 1 to the Jersey Overseas Aid Commission  (Jersey)  Law  2005,  Mrs.  Toni  Roberts  as  a  Non-States Commissioner for a further period of 3 years.

REPORT

The Jersey Overseas Aid Commission comprises a Chairman, 2 States members as States  Commissioners  and  3 people  who  are  not  States  members  as  Non-States Commissioners. The Jersey Overseas Aid Commission (Jersey) Law 2005 requires the Chairman, in making nominations, to use his or her best endeavours "to ensure that the Commissioners shall be a diverse and balanced group of people in terms of gender, age, experience and skills, who share a commitment to the promotion of the objects of the Commission".

Non-States Commissioners serve for a period of 3 years and the term of office of one of the 3 current Non-States Commissioners, Mrs. Toni Roberts, expires in January 2012. In order to fill this forthcoming vacancy, an advertisement was placed in the Jersey Evening Post in October 2011 seeking applications for the position.

All those who applied were interviewed by a Panel comprising Mr. Brian Curtis from the  Jersey  Appointments  Commission,  the  Greffier  of  the  States  and  myself  as Chairman of the Commission. Mrs. Roberts, who has served as a Commissioner for 6 years, was one of those who submitted an application, and at the conclusion of the interview process the selection Panel was unanimous that she was the most suitable candidate for appointment. I am therefore pleased to nominate her for re-appointment for a further 3 year period.

The Non-States Commissioners all serve in an honorary capacity and give many hours of their time freely to assist the work of the Commission and I would like to thank Mrs. Roberts  for  agreeing  to  continue  to  offer  her  considerable  expertise  to  the Commission for a further term.

APPENDIX

Mrs. Toni Roberts

Mrs. Roberts is the owner and Managing Director of TR Mediation Management, a business that provides mediation services to professional fiduciaries including trustees, company  management  service  providers  and  investment  managers.  She  worked previously for J.P. Morgan Trust Company where she was responsible for managing and  developing  business  relating  to  clients  in  Asia,  Latin-America  and  Europe requiring fiduciary structures.

Mrs. Roberts is a member of the Society of Trust and Estate Practitioners and an Associate  of  the  Institute  of  Chartered  Secretaries  and  Administrators  (former chairman of the local branch). Mrs. Roberts was also a member of the International Committee  of  Rotary  and  Chairman  of  the  IOD  Education  and  Training  Sub- Committee.  She  is  Treasurer  of  the  Jersey  Joint  Charities  Christmas  Appeal. Mrs. Roberts has undertaken a number of overseas visits in her professional capacity to deal with charitable settlements, and has taken a very active role in ensuring that charitable donations from trusts have been correctly dealt with.

She was a member of an overseas aid work project to Ecuador in 2001, the leader of the 2004 India work project and a member of the 2010 Uganda work project. She was a member of the working party which reviewed the activities of Overseas Aid work parties in 1999.

Mrs. Roberts  was  first  appointed  as  a  Non-States  Commissioner  of  the  Jersey Overseas Aid Commission in 2005 and was a member of the Jersey Overseas Aid Funding Review Panel in 2006, which was formed following a Scrutiny review of Jersey's overseas aid.
