PROPOSITION

THE STATES are asked to decide whether they are of opinion

to request the Privileges and Procedures Committee to review the current method of appointment and dismissal of Assistant Ministers and to bring forward to the Assembly for approval no later than the end of June 2011 appropriate amendments to legislation to provide that all Assistant Ministers will be elected to office by the Assembly and no longer simply appointed to office by a Minister with the prior consent of the Chief Minister.

REPORT

I am bringing this proposition in light of the actions of both the Chief Minister and Minister for Treasury and Resources in appointing a new Assistant Minister with responsibility for External Relations and in replacing a Deputy of St. Lawrence by the Connétable of St. Peter . The rash action, without giving thought that it left the Public Accounts Committee and the Environment Scrutiny Panel short of members, was taken by the Chief Minister and Minister for Treasury and Resources without first considering that their actions would leave a void; and the decision was taken with no consultation with Panel Chairmen.
