PROPOSITION

THE STATES are asked to decide whether they are of opinion

in  accordance  with  Article 18(1)  of  the  Employment  of  States  of  Jersey Employees (Jersey) Law 2005, to appoint Professor Edward Sallis, O.B.E., as a  Commissioner  of  the Jersey  Appointments  Commission for  a  period  of 4 years.

REPORT

Introduction:

Under Part 4 of the Employment of States of Jersey Employees (Jersey) Law 2005, the Jersey  Appointments  Commission  is  established.  The  Commission  consists  of  a Chairman and not more than 4 other Commissioners. The purpose of this proposition is in reference to Article 18(2) and (3) of this Law and the Chief Minister's wish to appoint a replacement Commissioner and make this recommendation to the States of Jersey.

On  16th  October  2012,  the  Chief  Minister  gained  the  approval  of  the  States Employment  Board  to  the  appointment  of  Professor  Edward  Sallis,  O.B.E.,  as  a Commissioner of the Jersey Appointments Commission for a term of 4 years, with immediate effect from the date this appointment is agreed by the States Assembly. The Chief Minister and States Employment Board have agreed that for the first year of the appointment, Professor Sallis should have no involvement in any appointment process relating to the Education, Sport and Culture Department.

A competitive open appointment process was undertaken, which complied with the Appointment  Commission's  Code  for  Recruitment  to  Autonomous  and  Quasi- Autonomous Bodies and Tribunals.

The Appointment Panel consisted of Senator Paul F. Routier, Assistant Minister, Chief Minister's  Department;  Mr. Brian   Curtis ,  Chairman  of  the  Jersey  Appointments Commission;  and  Mr. Mark  Sinclair,  Human  Resources  Director  and  Executive Officer to the Jersey Appointments Commission.

The vacancy was advertised in Jersey and 4 candidates were invited to be considered for the Commissioner role. Two declined, and in September 2012, 2 candidates were interviewed and assessed against the role description and person specification for the roles.

Professor Sallis, O.B.E. was assessed as a suitable candidate for the role.

Professor Sallis has operated at senior management and board level in the education sector,  most  recently  in  Jersey,  where  he  held  the  role  of  Principal  and  Chief Executive of Highlands College from 1997 to his retirement date in the summer of 2012.

Professor  Sallis  has  further  board  experience  with,  amongst  others,  the  Jersey Electoral Commission, Chairman of the Registration Board of the British Association for Counselling and Psychotherapy, Trustee of the Jersey Heritage Trust, States of Jersey/Bretagne  Groupe  de  Travail,  establishing  closer  economic  and  cultural relationships between Jersey and the Conseil General D'Ille et Vilaine (2006 – 2012), and previously Chairman of the British-Irish Council Digital Initiative (2002 – 2005).

Professor Sallis is a Fellow of the Institute of Directors and holds the Financial Times Non-Executive Director Certificate (2012).

There are no additional financial implications arising from this proposal, as there is already  a  budget  in  place  for  the  costs  associated  with  the  running  of  the Appointments Commission.

Recommendation

The Chief Minister requests that the States approves his recommendation to appoint Professor  Edward  Sallis,  O.B.E.  as  a  Commissioner  of  the  Jersey  Appointments Commission for a period of 4 years. For the first year of the appointment, Professor Sallis  should  have  no  involvement  in  any  appointment  process  relating  to  the Education, Sport and Culture Department.
