THE STATES are asked to decide whether they are of opinion

to appoint Mr. Clive Stanley Jones as Chairman of the Jersey Heritage Trust for a period of 4 years with immediate effect.

REPORT

The Constitution of the Jersey Heritage Trust requires that the Trust is governed by a Board of Trustees chaired by a person nominated by the Minister for Education, Sport and Culture and appointed by the States of Jersey.

The Constitution states that a Chairman shall be appointed for a period of 4 years and may be re-appointed by the States of Jersey for one further period of 4 years, giving a maximum period of 8 years in which any one individual can serve as Chairman.

The current Chairman, Mr. Clive Stanley Jones, was appointed Chairman of the Trust in October 2008. Mr. Jones has acted as an excellent Chairman throughout his 4 years in office, and his contribution to the preservation of the Island's cultural heritage has been immense. On completion of this first term, in accordance with the requirements of the constitution, Mr. Jones is eligible for re-appointment.

In view of the above, the Minister for Education, Sport and Culture, having consulted with the Jersey Heritage Trust, would wish to nominate Mr. Jones for re-appointment to the position of Chairman of the Jersey Heritage Trust for a further period of 4 years, in accordance with the terms of the Constitution. The Appointments Commission has been consulted in this connection and has confirmed that it raises no objection to the proposal.

Mr. Jones has enjoyed a long and successful career in banking and finance and has held senior management positions within that industry. He is a former President of the Jersey  Bankers'  Association,  a  former  Chairman  of  the  Jersey  Finance  Industry Association, and a founding member of Jersey Finance Ltd. In addition, he has served as  Chairman  of  Governors  of  Grainville  School  and  Chairman  of  Governors  of Highlands College, and as a committee member of the Jubilee Sailing Trust. He has been a Trustee of the Jersey Heritage Trust for 7 years, including the 4 years that he has served as Chairman since 2008.
