PROPOSITION
THE STATES are asked to decide whether they are of opinion
to agree that the recommendation of the States Members' Remuneration Review Body that there should be an increase for the year 2013 of £818 in the remuneration (excluding expenses) for States members should not be implemented and that the remuneration for 2013 (excluding expenses) should remain at the current level of £41,182.

REPORT
In view of the disquiet publicly expressed in the media and the very large measure of support I have received from the general public, I cannot, in all conscience, stand by and not challenge the increase in pay proposed by the States Members Remuneration Review Body for 2013.
I firmly believe that an increase of £818 cannot be morally justified during such a period of financial instability and given the austerity measures we have imposed on our own States and Parish employees. I consider it distasteful in the extreme to increase our own already generous remuneration.
Public employees and, for that matter, many other pay sectors throughout the Island have faced wage restraints over the past 2 years, and we hear constantly from the States' wage negotiators that pay rises should be resisted and a tight rein kept on States coffers.
I therefore believe that the conclusions of the independent SMRRB are wrong, in so far as it would be manifestly inequitable to implement them.

If all 51 members wished to receive the proposed £818 increase there would be an additional cost to the States of £41,718 in 2013. If this proposition is adopted, there would be no increase in the cost of members' remuneration for 2013 when compared to 2012.
