PROPOSITION

THE STATES are asked to decide whether they are of opinion

to appoint, in accordance with paragraph 7.4 of the Constitution of the Jersey Overseas Aid Commission as set out in Schedule 1 to the Jersey Overseas Aid Commission (Jersey) Law 2005, Mr. Geoffrey George Crill as a non-States Commissioner for a further period of 3 years.

REPORT

The Jersey Overseas Aid Commission (Jersey) Law 2005 requires the Chairman, in making  nominations,  to  use  his  or  her  best  endeavours  "to  ensure  that  the Commissioners shall be a diverse and balanced group of people in terms of gender, age, experience and skills, who share a commitment to the promotion of the objects of the Commission". In meeting that statutory requirement, non-States Commissioners with a range of backgrounds and professional qualifications were appointed when the Commission was first established.

The  present  States  Commissioners  are,  in  addition  to  myself  as  Chairman:  the Connétable  of   St. Martin  and   Deputy C.F. Labey  of   Grouville ;  and  non-States Commissioners  are  Messrs.  G.G. Crill  and  P.D. Le Seelleur  and  Mrs. T. Roberts. Mr. Crill's current (second) 3 year term of office expired on 20th January 2014.

Members are advised that, in order to ensure that the original appointment of the non- States  Commissioners  was  made  in  a  fair  and  transparent  manner,  the  selection process was undertaken in accordance with the procedures for such appointments established by the Jersey Appointments Commission. As outlined in Schedule 1 of the Jersey Overseas Aid Commission (Jersey) Law 2005, paragraph 5.5: "A person who has been a Commissioner is eligible for reappointment as a Commissioner". I should like to confirm the Jersey Appointments Commission's support for the nominee now being  put  forward  for  a  third  term,  Mr. Geoffrey Crill.  Mr. Crill's  hard  work, dedication and contribution to the work of the Commission has been notable, and his commitment  to  overseas  aid  has  proved  an  asset  since  his  appointment  to  the Commission.  A  short  biography  of  Mr. Crill  is  attached  as  an  Appendix  to  this Report. In accordance with the Law, this appointment will be for a 3 year period.

APPENDIX

Mr. Geoffrey George Crill

Mr. Crill was born in Jersey in 1950, and qualified as a solicitor of the Royal Court in 1977. He was a partner of Crill Cubitt Sowden and Tomes (latterly Crills), and co-founded the firm of Crill Canavan in 1992. He was senior partner of that firm until his retirement at the end of 2009, but remains a consultant to the firm (in its current guise  of  Collas  Crill).  Mr. Crill  was  Chairman  of  the  Parents'  Action  Group  for Education from 1995 to 1996, and a trustee of Jersey Heritage Trust from 2004 to 2010. He was a member of the Panel appointed by the States and headed by Lord Robert Carswell, which reported on the role of the Bailiff and the Law Officers, in 2010. He has been a member of the Jersey Overseas Aid Commission since 2008 and currently chairs the Audit and Risk Review Sub-Committee of the Commission. Mr. Crill has had personal involvement with charitable work in India, Sudan and Mali. He was appointed a member of the States of Jersey Complaints Panel on 8th October 2013.
