PROPOSITION
THE STATES are asked to decide whether they are of opinion
to appoint Professor E. Sallis, O.B.E. as Chairman of the Jersey Heritage Trust, with effect from 23rd November 2015.

REPORT
The Minister for Education, Sport and Culture has received notice from the Jersey Heritage Trust that its chairman, Mr. Clive Jones, wishes to stand down from his post in November. Mr. Jones has served for a period of 7 years, one year short of the maximum term permitted.
Following a process overseen by the Jersey Appointments Commission, the post was advertised and 2 candidates applied. Both were interviewed by a Panel comprising 2 existing trustees and a representative of the Department for Education, Sport and Culture, with a member of the Jersey Appointments Commission in attendance. Professor Ed Sallis, O.B.E. was the unanimous choice of the Panel, and the process by which he was chosen has been formally endorsed by the Commission.
In accordance with the Trust's constitution, the Minister for Education, Sport and Culture now invites the States to confirm the appointment of Professor Sallis, for a 4-year term commencing 23rd November 2015, the proposed handover date.
Professor Sallis has considerable experience to bring to bear, not only from his distinguished professional career, but also from his involvement in the cultural life of the Island. He had served previously as a trustee of Jersey Heritage before being appointed again in 2011.
The Minister would like to record his thanks to Mr. Clive Jones for his outstanding service as Chairman of the Trust, during which time he has overseen with great skill a number of significant changes at Jersey Heritage which have left the organisation in a strong position, both financially and in terms of the contribution which it makes to the cultural life of the Island.

APPENDIX
Professor Ed Sallis, O.B.E.
Professor Sallis has been a member of the Jersey Heritage Board since 2011, having served an earlier term. In addition to his regular contribution as a trustee, he has led the organisation's governance review, has been a member of the Remuneration Committee since 2012, and has chaired the Collections Group since 2014.
Moving to Jersey in 1997 to become Principal of Highlands College, a post he held until 2012, Professor Sallis previously occupied senior leadership roles in colleges in London, Berkshire, Somerset, Surrey and Bristol.
Since retiring from Highlands, he has held a portfolio of non-executive and consultancy roles in Jersey and the U.K.; he holds a Financial Times post-graduate Non-Executive Director diploma.
His roles included chairing the Education and Training Foundation's Making Maths and English Work for All', a major review of vocational basic skills qualifications commissioned by the U.K. Minister of State for Skills. He is Chairman of the Register Advisory Board of the British Association for Counselling and Psychotherapy, a professional body with charitable status which has 40,000 members. He is also a member of the Jersey Appointments Commission.
He is a Fellow of the Chartered Institute of Marketing, a Fellow of the Institute of Directors and Visiting Professor and Honorary Consultant to Academic Partnerships at Plymouth University. Author of a number of management and leadership publications, he has gained a number of awards and honours, including the O.B.E. for Services to Education in the 2010 New Year Honours List.
