PROPOSITION
THE STATES are asked to decide whether they are of opinion
to appoint, in accordance with clause 7.4 of the Constitution of the Jersey Overseas Aid Commission as set out in Schedule 1 to the Jersey Overseas Aid Commission (Jersey) Law 2005, Mrs. Toni Roberts as a Non-States Commissioner for a further period of 3 years.

REPORT
The Jersey Overseas Aid Commission (Jersey) Law 2005 requires the Chairman, in making nominations, to use his or her best endeavours "to ensure that the Commissioners shall be a diverse and balanced group of people in terms of gender, age, experience and skills, who share a commitment to the promotion of the objects of the Commission". In meeting that statutory requirement, non-States Commissioners with a range of backgrounds and professional qualifications were appointed when the Commission was first established.
The present States Commissioners are, in addition to Deputy C.F. Labey of Grouville as Chairman – Connétable M.P.S. Le Troquer of St. Martin and Deputy J.A. Martin of St. Helier ; and the non-States Commissioners are Messrs. G.G. Crill and P.D. Le Seelleur. Mrs. Roberts' current 3 year term of office expired on 18th January 2015.
Mrs. Roberts is the owner and Managing Director of TR Mediation Management, a business that provides mediation services to professional fiduciaries, including trustees, company management service providers and investment managers. She worked previously for J.P. Morgan Trust Company Limited, where she was a Director with responsibility for managing the fiduciary business of the company in both Jersey and Geneva. Having undertaken a number of overseas visits in her professional capacity, to deal with charitable settlements, she has taken a very active role in ensuring that charitable donations from trusts have been correctly dealt with. Mrs. Roberts has a Master of Business Administration degree from Leicester University, is a member of the Society of Trust and Estate Practitioners, and an Associate of the Institute of Chartered Secretaries and Administrators (former Chairman of the local branch). She was a Police Commissioner for 6 years and is the immediate past President of the Rotary Club of Jersey and Assistant Governor of Rotary District 1110. Mrs. Roberts is Executive Director of the Jersey Community Relations Trust and is Treasurer of the Jersey Joint Charities Christmas Appeal. Mrs. Roberts was also a member of Overseas Aid Work Projects in Ecuador and Uganda and the leader of Work Projects in India, Uganda and Malawi. She was a member of the working party which reviewed the activities of Overseas Aid work parties in 1999. Mrs. Roberts was first appointed as a Non-States Commissioner of the Jersey Overseas Aid Commission in 2005, and was a member of the Jersey Overseas Aid Funding Review Panel in 2006, which was formed following a Scrutiny review of Jersey's overseas aid.
The Non-States Commissioners all serve in an honorary capacity and give many hours of their time freely to assist the work of the Commission, and we would like to thank Mrs. Roberts for agreeing to continue to offer her considerable expertise to the Commission for a further term.
