PROPOSITION
THE STATES are asked to decide whether they are of opinion
to agree, in accordance with the provisions of Regulation 4(5) of the Gambling (Channel Islands Lottery) (Jersey) Regulations 1975, that all monies standing to the credit of the Channel Islands Lottery (Jersey) Fund which have not already been set aside by the Minister (representing 100% of the total Jersey portion of the profits of the Channel Islands Lottery for 2014) should be paid to the Association of Jersey Charities for the benefit of the community and the charitable needs of the Island.

REPORT
The profit from sales of all Channel Islands Lottery tickets in 2014, according to the provisions of the Gambling (Channel Islands Lottery) (Jersey) Regulations 1975, is to be applied "in such manner and for such purposes of public benefit as the States shall from time to time by Act direct". It is the Minister's recommendation to the States that 100% of these funds is granted, subject to a new Service Level Agreement, to the Association of Jersey Charities.
The Association now represents over 300 member charities, and undertakes a valuable function by considering and allocating funding to its membership on the basis of need. In doing so, the Association continues to fulfil a vital social need.
The Economic Development Department, together with the Chief Minister's Department, are working with the Association of Jersey Charities to ensure that in future the annual proceeds of the Channel Islands Lottery are accessible beyond the current membership of the Association to a broader spectrum of the Jersey community. The final plans for this will be presented in March 2016 as part of the Public Lotteries Report for 2015.
Financial and manpower implications
Subject to States' approval, 100% of the Jersey profits from the Channel Islands Lottery in 2014 will be transferred as soon as is reasonably practicable to the Association of Jersey Charities. There are no financial or manpower implications for the States arising from this proposition.
