PROPOSITION

THE STATES are asked to decide whether they are of opinion

in accordance with Article 2 of, and the Schedule to, the Police (Complaints and Discipline) (Jersey) Law 1999, to re-appoint Advocate Deborah Prosser as Chairman of the Jersey Police Complaints Authority, for a further period of 3 years.

REPORT

The Jersey Appointments Commission has approved the proposed re-appointment of Advocate Deborah Prosser, as Chairman for a further 3 year term given that she is working on much needed reform and there is a need to maintain continuity.

The 3 year tenure of office of Advocate Deborah Prosser as Chairman of the Jersey Police Complaints Authority will come to an end in December 2015.

Advocate Prosser has been a member of the Jersey Police Complaints Authority since January 2008 and Chairman for 3 years having been appointed to her position by the Assembly in October 2012 (P.83/2012). Advocate Prosser wishes to stand for a further 3 year term.

Whilst the Law requires the appointment to be for a 3 year term, Advocate Prosser has indicated her intention to resign from office at the end of 2016 (after 9 years of service) by which time a suitable successor will have been identified either from within the Authority or following a recruitment campaign and all current project work being undertaken by Advocate Prosser will have been concluded.

The appointment would be effective from January 2016 for a period of 3 years.

The Minister recommends that Advocate Deborah Prosser be re-appointed to serve as Chairman of the Jersey Police Complaints Authority for a further period of 3 years and that an early succession plan is implemented.

Advocate Deborah Prosser

Advocate Deborah Jane Prosser (née Nance, formerly Lang) was born in England and completed her education in Jersey, where she has lived for the last 38 years. As a Jersey Advocate she was Managing Partner of the Jersey Law firm Bailhache Labesse for a number of years, as well as being Managing Director of Bailhache Labesse Trustees Ltd.

Advocate Prosser is a Commissioner of the Jersey Financial Services Commission and from January 2016 she will be Deputy Chairman of the Commission. She is a member of the Youth Court Panel and holds a number of non-executive directorships. Advocate Prosser was a member of the Education Audit Committee, latterly its Chairman, and for 3 years was a member of the Audit Commission. She was the founder Chairman of the Jersey Childcare Trust, a Governor of Haute Vallée School and a member of the Tourism Development Committee.
