PROPOSITION

THE STATES are asked to decide whether they are of opinion

in  accordance  with  Article  10  of  the  Income  Tax  (Jersey)  Law  1961,  as amended, to approve the appointment as a Commissioner of Appeal for the Taxes Office, each for a period of 3 years with effect from the end of their current appointment, of –

Mr. John Mills, C.B.E. Mr. Michael Lanyon.

REPORT

The Commissioners of Appeal for Taxes Office hear appeals from decisions of the Comptroller of Taxes.

Article 10 of the Income Tax (Jersey) Law 1961, as amended, requires that they be chosen from residents in the Island experienced in financial matters, who are not actively interested in any trade, business or profession carried out in the Island which is of such a nature as would cause their appointment to be objected to by competitors in similar trades, businesses or professions carried on in Jersey'.

The Minister is delighted to recommend Mr. Leach, Mr. Mills and Mr. Lanyon for re-appointment as Commissioners of Appeal for a period of 3 years. Mr. Mills' and Mr. Lanyon's current term of office expires in June 2015, and Mr. Leach's term of office expires in December 2015.

Mr. Craig Leach

Mr. Leach was educated at Hautlieu School and Oxford Brookes University. He has worked  in  a  number  of  finance  roles  in  Jersey  and  the  Middle  East,  including Coutts & Co. (Jersey) Ltd., HSBC- Ward ley Middle East Ltd. and HSBC Saudi British Bank.

Mr. Leach was a member of the Jersey Environmental Forum from 2005 to 2008, and is a newly elected member of the Statistics Users Group. Other memberships include the St. Helier Yacht Club and the Royal Jersey Golf Club, as well as the 41 Club.

Mr. John Mills, C.B.E.

Mr. Mills completed his education at the University of Oxford, where he took his 1st Class Honours in Modern History in 1971 and subsequently a research degree in English Medieval History. He joined the UK Home Civil Service in 1974, and over the ensuing decades until 2007 developed a public service career that included senior roles at the heart of Whitehall, in English local government and in the Government of Hong Kong. From 1999 to 2003 he was Chief Executive of the then Policy and Resources Department in Jersey.

Mr. Mills is currently a member of the Shadow Board of Ports of Jersey and a Board member of the Financial Services Ombudsman. He is also a member of the States Members' Remuneration Review Body and the PECRS Committee of Management, both honorary appointments.

Mr. Michael Lanyon

Mr. Lanyon left Jersey in 1962 for the Royal Military Academy, Sandhurst and served in the British Army for 21 years. He returned to the Island in 1984 to take up the post of Director, Jersey Airport – retiring in 2006. Since then, he has undertaken a number of aviation consultancies in the UK and Jersey.

Until recently, Mr. Lanyon was a member of the Chartered Management Institute (Jersey Branch Founding Chairman), a Member of the Royal Aeronautical Society, and a Member of the Institute of Directors.
