in accordance with Article 18(1) of the Employment of States of Jersey Employees (Jersey) Law 2005, to re-appoint Professor Edward Sallis, O.B.E. as a Commissioner of the Jersey Appointments Commission, until 31st October 2017.

REPORT
Introduction
The Jersey Appointments Commission is established under Part 4 of the Employment of States of Jersey Employees (Jersey) Law 2005 ("the Law").
The function of the Jersey Appointments Commission ("JAC") is to oversee the recruitment of States' employees and States' appointees, so as to ensure that, as far as practicable, appointments are fair, efficient and conducted in accordance with best practice principles and are made on merit.
The Commission consists of a Chairman and 4 other Commissioners. The Commissioners are required to meet at least 4 times each year, to contribute to the production of guidelines that will apply to States' employees or States' appointees, to audit recruitment and to oversee recruitment to senior posts.
Article 18 of the Law ("Membership of Commission") (see paragraphs (1), (5) and (7)) allows for Commissioners to serve for a maximum of 8 years.
The current membership of the JAC (including the expiry dates of their appointments) is as follows –

Background
Professor Sallis has been a member of the JAC for a period of 3 years and 9 months. He has previously held senior leadership roles in colleges in London, Berkshire, Somerset, Surrey and Bristol, before moving to Jersey in 1997 to become Principal of Highlands College, a role which he held until his retirement in the summer of 2012.
Professor Sallis is a Fellow of the Chartered Institute of Marketing and a Fellow of the Institute of Directors, and holds a Financial Times post-graduate Non-Executive Director Diploma. He was awarded an O.B.E. for his services to Education in the 2010 New Year's Honours List.
Since retiring from Highlands, Professor Sallis has held a portfolio of non-executive and consultancy roles in both Jersey and the U.K. He is Chairman of Jersey Heritage and a Visiting Professor at Plymouth University. He has written a number of management and leadership publications.
Financial and manpower implications
There are no additional financial implications arising from this proposal, as there is already a budget in place for the costs associated with the running of the Appointments Commission.
