THE STATES are asked to decide whether they are of opinion
to approve the appointment of Mr. Simon Spottiswoode to the Westaway Donations Council.

REPORT
On 11th March 1930 the Westaway Trust (Jersey) Law 1930 was adopted by the States. It covered the Westaway Trusts created by the Will of the late Miss Julia Westaway.
The Law established the Westaway Donations Council that is responsible for administering grants from the Trusts.
The States are required to appoint 5 persons of either sex to act on the Council. Should a member of the Council die, resign, leave the Island, lose his civil rights, or be in a state of bankruptcy, the States shall replace the member.
Mr. Simon Spottiswoode has offered himself for nomination to the Westaway Donations Council in place of Mr. Alan Le Pavoux, who ceased to hold office in 2014.
Mr. Spottiswoode is employed as a civil servant in the States of Jersey. He is a qualified Company Secretary and previously spent 8 years working as a trust administrator at a large local financial services provider.
As a committed Christian, Mr. Spottiswoode is sympathetic with the aims of the Westaway Trust. He is an active member of St. Paul's Church where, amongst other things, he heads up the team that oversees the church's financial support to missionary agencies and other charities. He is also a trustee of a local charity that builds schools and orphanages in Africa.
In view of the above, the Minister would therefore recommend his appointment to the Westaway Donations Council.

There are no additional financial or manpower implications for the States arising from this proposition.
