REPORT
Introduction
The Jersey Appointments Commission ("JAC") is established under Part 4 of the Employment of States of Jersey Employees (Jersey) Law 2005 ("the Law").
The function of the JAC is to oversee the recruitment of States' employees and States' appointees so as to ensure that, as far as practicable, appointments are fair, efficient and conducted in accordance with best practice principles and are made on merit.
The Commission consists of a Chairman and up to 4 other Commissioners. The membership of the JAC and their current terms of office are as follows –
Name: | Role: | Appointment start date: | Appointment end date: |
Dame Janet Paraskeva, D.B.E. | Chairman | September 2014 | September 2018 |
Ms. Gailina Liew | Commissioner and Deputy Chairman | December 2015 | December 2018 |
Mrs. Louise Read | Commissioner | May 2015 | April 2019 |
Professor Edward Sallis, O.B.E. | Commissioner | January 2013 | October 2017 |
Commissioner Richard Plaster resigned from the JAC in May 2017 and, at present, it is not intended to recruit a fourth Commissioner, although this will be reviewed in the light of workload and other factors.
Article 18 of the Law ("Membership of Commission") allows for Commissioners to hold office for a period not exceeding 9 years.
For the purposes of workload and continuity, it is recommended that Professor Sallis' appointment is extended to 31st October 2019.
