PROPOSITION
THE STATES are asked to decide whether they are of opinion
to appoint Mr. Alistair Calvert as a non-States Commissioner of the Jersey Overseas Aid Commission until 20th March 2021, in accordance with clause 7.6 of the Constitution of the Jersey Overseas Aid Commission as set out in Schedule 1 to the Jersey Overseas Aid Commission (Jersey) Law 2005.

REPORT
Introduction
In accordance with the Jersey Overseas Aid Commission (Jersey) Law 2005, I should like to remind Members that the Law requires the Chairman, in making nominations, to use his or her best endeavours "to ensure that the Commissioners shall be a diverse and balanced group of people in terms of gender, age, experience and skills, who share a commitment to the promotion of the objects of the Commission". The present States Commissioners are, in addition to myself as Chairman, Deputy J.A. Martin of St. Helier and Connétable M.P.S. Le Troquer of St. Martin ; and non-States Commissioners – Mr. D. Melville and Mr. P.D. Le Seelleur.
Selection process
Members are advised that in order to ensure that this new appointment of a non-States Commissioner has been made in a fair and transparent manner, the selection process was undertaken in accordance with the procedures for such appointments established by the Jersey Appointments Commission, with the Head of Human Resources, Treasury and Resources and Non-Ministerial Departments for the States of Jersey, involved at every stage in the selection process.
I should like to confirm that the Head of Human Resources, Treasury and Resources and Non-Ministerial Departments has endorsed the Commission's support for the nominee, Mr. Alistair Calvert . Mr. Calvert will replace Commissioner Mrs. Toni Roberts, who comes to the end of her term on 10th March 2018.
Mr. A. Calvert : background to appointment
Mr. Calvert obtained a Masters in Engineering from Oxford, after which he gained employment with W.P. Carey & Co, a New York Stock Exchange listed company, working his way up to become Director and Head of the European section. After 7 years, he moved on to become Managing Director of D.B. Zwirn (UK) Limited. Mr. Calvert then went on to establish his own real estate private equity firm, ThreadGreen Partners, which was sold in 2014 and renamed Gramercy Europe Limited. Mr. Calvert remains CEO of the firm.
Five years ago, he established a family charitable trust with a focus on children's education in Africa and the mental health of children in general. He has travelled extensively around Europe, Asia and Australasia. He moved from Sussex to Jersey with his family in March 2017.
