PROPOSITION
THE STATES are asked to decide whether they are of opinion
in accordance with Article 2 of, and the Schedule to, the Police (Complaints and Discipline) (Jersey) Law 1999, to re-appoint Mr. Graeme Marett and Mrs. Diana Taylor -Cox as members of the Jersey Police Complaints Authority for a period of 3 years

REPORT
Jersey Police Complaints Authority ("JPCA") membership
Paragraph 1(1) of the Schedule to the Police (Complaints and Discipline) (Jersey) Law 1999 ("the 1999 Law") stipulates that the JPCA "shall consist of a Chairman and not less than 6 or more than 8 other members".
The current membership of the JPCA is as follows –
Appointed 1st January 2017 for 3 years (see P.104/2016) Mr. H. Cooper (Chairman)

Mrs. D. Taylor -Cox

Mr. D. Baxter
Appointed on 2nd July 2018 for 3 years (see P.80/2018) Mr. G. Jennings.
Re-appointments
As outlined above, the JPCA is currently constituted of a Chairman and 7 members, and is therefore compliant with the 1999 Law. The re-appointments of Mr. Marett and Mrs. Taylor -Cox will ensure the Authority remains compliant.
Mr. Marett and Mrs. Taylor -Cox were first appointed on 6th March 2013 and have served for 6 years with the Authority. Subject to the approval of the Assembly, and in accordance with Jersey Appointments Commission guidelines, this will be their final term as members of the Authority.
Biography – Mr. Graeme Marett
Mr. Marett attended De La Salle College and Highlands College, graduating in 1971 with a City and Guilds of London Institute Technological Certificate in Telecommunications. He subsequently gained a number of qualifications through the Open University, as well as a Post-Graduate Certificate in Competition Law and Economics from Nottingham University. He is also a Chartered Engineer. Mr. Marett worked in the telecommunications industry before running his own computer brokerage business and working as a computer consultant for a number of local businesses, including Jersey Post and the Education Department. From 2002 to 2011 he was employed by the Jersey Competition Regulatory Authority as the case officer for telecommunications, and was involved in the introduction of competition to the mobile telephone market. He now works as a self-employed consultant through his Jersey- registered company. Mr. Marett is a member of the States of Jersey Complaints Panel and Statistics Users Group. He is also Chairman of the Rates Appeals Board and a Director of Clear Mobitel (Jersey) Ltd.

Biography – Mrs. Diana Taylor -Cox, née Vint
Mrs. Taylor -Cox was born in the Island and attended Jersey College for Girls. On leaving school, she worked in London for a firm of chartered accountants, before moving to the New York office, and continued to work for them for several years. On leaving the accountants, she remained In New York and worked predominantly in marketing, press and publicity. On her return to Jersey in 1990, she worked for 17 years on a part-time basis for the Chairman of a local hotel, whilst raising her family and acting as foster-parent for a significant number of children. Mrs. Taylor -Cox is now the owner/director of a small local property company.
