PROPOSITION
THE STATES are asked to decide whether they are of opinion
in accordance with Article 2 of, and the Schedule to, the Police (Complaints and Discipline) (Jersey) Law 1999, to appoint Janet Naylor as Chair of the Jersey Police Complaints Authority for a period of 3 years, commencing immediately.

REPORT
The States Assembly approved P.117/2019 on 10th December 2019 to re-appoint Howard Cooper as Chairman of the Jersey Police Complaints Authority for a period of three years beginning on 1st January 2020.
The report to P.117/2019 informed Members that whilst the Law requires the appointment to be for a 3 year term, Mr. Cooper has indicated his intention to resign from office at the end of 2020 (after 8 years of service), by which time a suitable successor will have been identified either from within the Authority or following a recruitment campaign.'
The Minister for Home Affairs is immensely grateful to Mr Cooper for his service to the Authority, first as a member from 2013 and latterly as Chair. It is a challenging role, that is taken on without promise of reward, and is of great service to our community. A recruitment process for the position was duly undertaken by People and Corporate Services earlier this year. The position was advertised locally, using sources such as LinkedIn, the Institute of Directors (IoD) Jersey Branch and also using a proactive media release. The process was overseen by Peter Charalambous from the Jersey Appointments Commission.
The panel consisted of Julian Blazeby as Director General, Tim Ringsdore as an independent panel member and Deirdre McAvinue as HR representative. Following a competitive process, Janet Naylor has been offered the role, subject to approval of the States Assembly.
Accordingly, the Minister for Home Affairs recommends that Janet Naylor be appointed to serve as Chairman of the Jersey Police Complaints Authority for a period of 3 years, commencing immediately.
Janet Naylor – Biography
Janet Naylor is a senior HR expert who has previously held a wide range of senior leadership roles, combined with broad commercial experience both locally and internationally.
She brings with her extensive experience of partnership working, being well versed with the investigation and handling of complaints.
Until 2020, Ms Naylor held the position of Group HR Director for Appleby, where she had worked since 2011.
More recently, Ms Naylor has been self-employed as a provider of Interim Management solutions, supporting organisations through periods of change.
Prior to his, she held positions as HR Director for Environmental Resource Management and IBM, working across several jurisdictions. Ms Naylor holds Chartered MCIPD status and is a member of IoD.
