PROPOSITION

THE STATES are asked to decide whether they are of opinion

in accordance with Article 2 of, and the Schedule to, the Police (Complaints and Discipline) (Jersey) Law 1999, to appoint the following persons as members of the Jersey Police Complaints Authority for a period of 3 years, commencing immediately –

Allison Le Couteur

Jenna Newlands

The Jersey Police Complaints Authority (“JPCA”)

The role of the Jersey Police Complaints Authority (JPCA) is to oversee, monitor and supervise  investigations  into  complaints  against  the  Police  undertaken  by  the Professional Standards Department (PSD).

The  JPCA  does  not  carry  out  investigations  and  its  Members  are  not  trained investigators. The JPCA is independent of the police and government, and its role is to ensure that the investigating officers carry out the investigations it supervises in a thorough and impartial manner to ensure the police achieve high standards in the handling of complaints, conduct matters and death or serious injury cases.

Article 1(1) of the Schedule to the Police (Complaints and Discipline) (Jersey) Law 1999 stipulates that the JPCA shall consist of a Chairman and not less than 6 or more than 8 other members. The Chairman and other members are appointed by the States on the recommendation of the Minister.

Recruitment of new Members

Further to vacancies arising as a result of retirements, a recruitment process was undertaken earlier this year to seek new members for the JPCA.

A full interview process was held, with a panel consisting of the chair of the JPCA, Deputy Chair of the JPCA, HR Business Partner for Justice and Home Affairs, and HR Consultant, People Consultancy Service.

Three candidates were interviewed, one male and two female, and all were found to be appointable to the post. The Minister therefore recommends that the following three individuals be appointed as members of the JPCA.

If the Assembly are minded to approve these appointments, the Authority will achieve an equal gender balance in its membership with four male and four female members.

Blake Albert – Blake has forged a career in the hospitality industry in South Africa, the UK and Jersey, bringing diversity of thought and experience to the JPCA as a future member. Blake currently works at the Seymour Hotel Group as a Hotel Manager.  

Allison Le Couteur – Allison’s current role is a Mental Health and Capacity law administrator,  and  former  roles  as  a  Medical  Secretary  and  Proceeding  and Administrations officer for the Magistrate’s Court will bring great knowledge to the panel of the JPCA.

Jenna Newlands – Jenna has a background in the finance industry, Currently working at HSBC as Head of Product Governance and Conduct, and prior to that Head of Customer Experience. Jenna has a depth of experience in governance and customer experience, and these transferable skills will help add value to the panel of the JPCA.
